Abstract
This article describes a which took place in Newport over a century ago. It was not only a first for Newport, it was a first in peacetime for both Army and Navy. Thereafter, war-gaming at the Naval War College continued to become more sophisticated and detailed in scope. Luce, the innovator, had sown the seeds for regular maneuvers of our peacetime forces. It was one more major contribution he made to the professional improvement of the Navy, much of which has taken place on the shores of Narragansett Bay.
