Abstract

Upon the migration of Khmer to the Thai-Cambodian border in 1979 after the Vietnamese invasion of Cambodia, a refugee relief program was established by the Royal Thai Government and various humanitarian assistance agencies. Relief agencies sought to feed noncombatants suffering from starvation and severe malnutrition, while the Thai government and Cambodian guerrilla forces used the food primarily to rebuild and develop military power to resist the Vietnamese. The continued flow of humanitarian aid into the refugee camps provided the military forces of the Cambodian resistance movement with a supply of food, medical assistance, and other material. The civilian population of the camps also functions as a source of soldiers, labor and political legitimacy for the guerrillas. The resistance forces benefit greatly from the border camp system, while the civilian refugees the camps are designed to assist suffer from violence and insecurity caused by the guerrillas
