Abstract

In April 2025, Captain Joseph Coffey, (Ret.),Warwick Police Department, on behalf of the Rhode Island Governor’s Criminal Justice Policy Board (GCJPB), requested Professor Robert J. Hehl and Criminal Justice and Criminology (CJC) students of Salve Regina University to assist in the creation of an online survey to fulfill the need for data collection and analysis which would identify beneficial cross-agency criminal justice topics best suited for the TrainThe-Trainer (TTT) model framework as funded by the Public Safety Grants Administration Office (PSGO). Mr. Coffey also gathered data from 24 interviews and two focus groups in tandem with the online survey and shared the findings of these efforts with Salve Regina University to be analyzed and included in the report. In October 2025, Department of Criminal Justice and Criminology (CJC) students from Salve Regina University, Newport, Rhode Island, conducted an online survey on the needs and training priority areas for the criminal justice system for the state of Rhode Island and its public safety personnel. This survey was conducted under the guidance of Professor Robert J. Hehl and student-led research team members: Ella Crawford (Team Leader), Delenn Ferrer, Valerie Garzon, Julia Overmyer, and Maribel Ramirez. A total of 89 responses were received by this online survey. The overall objective of this project was to collect, analyze and report on identified training needs and priorities best suited for the Train-The-Trainer (TTT) model to achieve positive outcomes throughout the state of Rhode Island in improving public safety.
